Title I Information

Title I, Part A provides financial assistance through state educational agencies to school divisions and public schools with high numbers or percentages of children from low-income families to help ensure that all children meet challenging state academic content and achievement standards.

School divisions target the Title I funds they receive to public schools with the highest percentages of children from low-income families. RPS Title I funded schools are school-wide programs that are designed to upgrade their entire educational programs for all students, particularly the lowest-achieving students.

What are the Virginia Department of Education's "School Quality Profiles?"

Virginia’s School Quality Profiles provide information about student achievement, college and career readiness, program completion, school safety, teacher quality and other topics of interest to parents and the general public. Profiles are available for schools, school divisions and for the commonwealth.

Right to Request Information on Teacher Qualifications & Assessment Opt Out Policies

On December 10, 2015, the Every Student Succeeds Act (ESSA) was signed into law. Section 1112(e)(1)(A) states that as a parent of a student in school receiving Title I funds, you have the right to know the professional qualifications of the classroom teachers instructing your child and a right to know state or division policies regarding student participation in any assessments mandated by ESSA. Federal law requires the school division to provide you this information in a timely manner if you request it.

You have the right to request the following information about each of your child’s classroom teachers:

  • Whether the teacher has met state qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction.
  • Whether the teacher is teaching under emergency or other provisional status because of special circumstances.
  • Whether the teacher is teaching in the field of discipline of the certification or degree he/she received
  • Whether paraprofessionals provide services to your child and, if so, their qualifications.

You also have the right to request any policy, procedure, or parental right to opt students out of assessments mandated by ESSA.
